Houston public records search: distinguish city departments, police records and municipal court files

Houston is a city-department search, not a single “Houston records” database. General TPIA requests must reach the department that has the information, while HPD and Municipal Courts publish specialist instructions for their own record families.

City is not county

Separate City of Houston records from Harris County records before you search

A city citation, HPD incident and Harris County court case can all involve the same person but live in different systems. This page stays inside City of Houston sources.

TPIA starts with the owning departmentHouston tells requesters to send a written request for existing information to the department that keeps it.
HPD is its own record routePolice incident and crash records follow HPD-specific instructions rather than a generic city search.
Municipal Courts is a city court collectionCitation and case identifiers help locate Houston municipal records; that is not the Harris County court system.

Direct answer

For a Houston public records search, direct a written TPIA request to the City department that keeps the existing record. Use HPD for police records and Houston Municipal Courts for city citation and municipal case documents; do not treat those as Harris County searches.

Houston’s public-information page is a department directory disguised as a records guide

The City of Houston TPIA page lists record categories by department because custody matters. City Secretary records, Public Works permits, Controller financial records, airport material and other city files are maintained by different offices. A written request must ask for information that already exists; the city does not have to create new information, compile data or answer research questions just because a request is submitted.

That department-first rule is the key to a successful Houston search. “Everything about this address” can span code enforcement, permits, police calls and court citations, each with a separate owner. Narrowing the record family before submitting a request gives the city an identifiable document target and keeps a response from one department from being misread as a complete citywide search.

Police and municipal court records in Houston use different identifiers

HPD incident

You need the public portion of a police incident or offense report

Use HPD instructions and provide the incident number or enough event details to identify the report.

Municipal citation

You need a City of Houston citation or municipal case document

Use Municipal Courts and include the citation or case number when available.

Other city record

The document belongs to Public Works, Finance, City Secretary or another department

Return to the city TPIA department map and send the request to that custodian.

A Houston public-record hit has boundaries that should remain visible

HPD record Police-held information released under HPD procedures Treating it as a court finding or final disposition
Municipal Courts file A City of Houston municipal case or citation record Treating it as a Harris County district or county court search
